The Russian govt. has decided to not introduce restrictive measures on alcohol sales in the country, Vladimir Putin, Russian President, said on Wednesday (Oct 25 2006).
He said that there wouldn't be any deficit of superior quality alcohol in the country in near future, however he defended that the govt.'s decision of introducing July 1, 2006 new excise regulations was to make sure alcoholic beverages' quality protection.
These regulations & a restriction on Georgian & Moldovan wine were developed as a campaign's part to squeeze the potentially critical bootleg & poor quality alcohol off market, however Russians were left with a meager choice of locally produced beverages, due to technical difficulties, during the summer this year.
In the beginning of the year 2006, the alcoholic beverage industry witnessed a major crisis as the govt. failed to put into practice a law to regulate alcoholic beverages' production & sales. The law came, partially, in force on Jan 1, 2006 & fully on July 1 this year (2006). The govt. failed in timely issuing of by-laws and distributing the required number of excise stamps, whereas software used for alcoholic beverages' registration was overwhelmed with glitches.
Putin said, counterfeit & poor quality alcoholic beverages dominate the market in Russia, as a result endangering the Russian citizens' health and contributing to the ruining of Russia's demographic situation.
Dmitry Medvedev, First Deputy Prime Minister of Russia, during a video-conference urged the regional authorities that they should pay more attention to combat against counterfeit alcohol & also take measures for improving traffic safety.
"Counterfeit alcohol ought to be taken off the market," said the chairman, Committee on culture, science, education, ecology, and health care Viktor Shudegov.
